Steve was always planned to return–you can see Ed even setting it up in the Cap 65th Anniversary Special. I don’t know specifically about Cable, but my guess is that people presumed he’d come back at some point, even if nothing was specifically planned. And when Hawkeyes was killed in Disassembled, that was supposed to be it. It was only House of M that made his return possible (and a suggestion I made to Brian that we use him like Tasha Yar in the World of M–but it was Brian who decided to go further and actually use it to bring him back.)
